Mr. President, Mr. President-elect Obama, Senate Majority Leader Reid -
Let me be the first to publicly object to the President's request of the second installment of the $700 billion dollar bailout.
As a new President is sworn-in and a new Congress gets underway, it is imperative that the American people have the opportunity to see where their elected representatives stand on the largest handout of money and power in United States history.
Many of my colleagues have expressed regret since voting for the initial $700 Billion.
They have good reason. As one of the 25 who voted against the bailout from the beginning, I understood the inherent flaw in handing over a blank check to an un-elected bureaucrat.
In just the past week, a commission to oversee the bailout had a scathing critique of the implementation of the program.
Many respected economists dating back to the Reagan era have stated the first installment did nothing for the economy, just wasted $350 Billion dollars.
Now, rather than hold people accountable and demand answers, Congress and the administration seem bent on rushing through the process once again.
This time around, with a new Congress in power, the least we can do is put this Congress on the record. We can see from the outset if change is really coming to Washington.
So today I serve notice that we will introduce a joint resolution of disapproval, and I am calling on Democratic leadership to at least hold a vote on the other $350 billion. I have fought to change this process so that the funds could not be accessed in this manner, and in that fight I was joined by a bipartisan group of senators, but I failed to get it done. Therefore, the only thing left to do is to pass this resolution of disapproval.
The American people deserve to have their Representatives held accountable for these votes.
